HSSE Officer (NMES) KSA National Only [Saudi Arabia]


 

Founded in 2009, and acquired by NOMAC in 2018, NOMAC Maintenance Energy Services (NMES) is the leading regional non-OEM service provider for the middle east region in terms of long-term contracted market share.

Currently holding a portfolio of more than 14 Gigawatt of installed Power under LTSA, and with 12 Gigawatt more under development, NMES currently performs all required outage services (minor, medium, major, CI, HGPI, MI) on 25 Gas Turbines, 26 Steam turbines and 51 Generators.

  • Spark erosion technology
  • On-site machining solutions for ST and GT casings, bearing pedestals, burner inserts, tip grinding.
  • On Site Rotor Machining and Low speed Balancing
  • On site blasting, coating and curing of Compressor parts (blades/Vanes) with Aluminum Chromate coatings.
  • Re-engineering services and pump spare manufacturing.

Job Scope

To support the implementation, monitoring and enforcement of HSSE activities during outage, and take all necessary and reasonable actions to prevent harm to people, equipment, and the environment, whilst ensuring compliance with legal requirements, organizational standards, and contractual obligations.

Technical Guidance and Services

  • Provide support to assess risks and review tasks of key operational activities in order to identify and prevent probable HSSE hazards leading to significant losses.
  • Attend meetings with Customers, contractors, sub-contractors, and vendors and advise them on the HSSE management and performance to create awareness and ensure adherence to defined standards.

HSSE Management Systems

Assist in the implementation of the NMES HSSE management system, including emergency preparedness and management, to ensure conformity to NMES standards and compliance with HSSE legal requirements and contractual obligations.

HSSE Management, Monitoring & Reporting

  • Conduct site HSSE tours on a day-to-day basis, monitoring the site HSSE performance and compliance to ensure adherence to the HSSE policies and procedures.
  • Develop daily / monthly HSSE reports, highlighting any incidents, concerns and issues at the site to ensure timely escalation and resolution of problems at the site.
  • Support the implementation of the work permit system and risk assessment ensuring proper measures are taken prior to commencement of work, to ensure all work areas are safe for required work.

Training

  • Assist to the delivery of HSSE training to ensure that all employees and contractor staff are aware of the HSSE standards and the asset HSSE management systems.
  • Help advise contractors on the content of HSSE standards in order to create awareness on the HSEE expectations and enable the provision of best practices.
  • Assist in the implementation of HSSE campaigns on the site to ensure proper HSSE Culture is disseminated to all employees and contract staff.

Stakeholder Management

Maintain positive working relationships with regulators and emergency services, contractors and local authorities to ensure mutual support and adherence to HSSE compliance requirements.

Emergency Planning and response

  • Assist in the development of emergency drill scenarios and conduct site emergency mock drills, in order to check readiness for emergencies.
  • Report and respond on an immediate basis to HSSE incidents using the established emergency communication channels and protocols, to minimize damages as much as possible.
  • Participate in the investigations for reportable HSSE incidents, to contribute to the identification of root causes and provide recommendations for corrective and preventive actions.

Availability of HSSE related material

Monitor inventory and stock of PPE, raise and follow up the necessary purchase requests, to ensure the timely availability of the required goods.

Policies, Processes, Systems & Procedures

Adhere to all relevant organizational and departmental policies, processes, standard operating procedures and instructions so that work is carried out to the required standard and in a consistent manner.

Continuous Improvement

Contribute to the identification and implementation of change initiatives, programmes and projects in line with the organization’s standards.

Related Assignments

Perform any other duties which the line manager may require to be carried out.

Skills

Minimum Qualifications

  • Bachelor's degree holder in Safety, Environmental or Engineering or demonstrable equivalent.
  • Certification from a recognized HSSE institution (NEBOSH, OSHA, IOSH, IEMA, etc.)
  • Professional membership or association with an international HSSE Institution (OSHA, IOSH, IEMA etc.)

Minimum Experience

  • 5 years’ experience in HSSE in the Utilities / Energy sector

Skills

  • Thorough knowledge of local and international standards for HSSE.
  • Good communication and inter-personal skills
  • Ability to manage and work with people.
  • Self-motivated, critical thinker, tenacious and curious.
