World Health Organization (WHO) is committed to institutionalize zero tolerance for all forms of sexual misconduct – sexual exploitation, sexual abuse, sexual harassment, and sexual violence. The organization’s PRSM policy (2023) attempts to ensure that the personnel and implementing partners do no harm to the people we serve or the people we serve alongside with and shifts the Organization to a stronger victim and survivor-centered approach. The prevention of and response to sexual misconduct is a core responsibility for the Organization and requires individual personnel, managers and leaders, and the Organization to work towards one single goal of zero tolerance across all operations, technical assistance interventions, building partnerships, collaborations and at workplaces as a mandatory responsibility.

The purpose of the position is to provide Preventing and Addressing Sexual Misconduct (PASM) related support to WHO Provincial and Field Offices in Punjab, Sindh, KP, Balochistan, AJK and GB for Preventing and Addressing Sexual Misconduct incidences within offices and field level interventions of different WHO programmes in respective provinces.

First Level Supervisor for Position based at Islamabad: Country Office Focal Person for PRSEAH/Technical Officer (GEN, HR, SDH, SDGs)

First Level Supervisor for Position based at Provincial Offices: Respective WHO Head of sub-offices in close coordination with Country Office Focal Person for PRSEAH/Technical Officer (GEN, HR, SDH).

Under the direct supervision of above-mentioned staff, and overall technical advisory and guidance of WHO’s country focal point for PRSM, WCO Islamabad, the incumbent will:

  • Provide support to the respective office in capacity building including timely completion of Prevention of Sexual Exploitation and Abuse (PSEA) related mandatory trainings by WHO staff, non-staff personnel and implementing partners (IPs), when due.
  • Provide support for the PRSM (Preventing and Responding to Sexual Misconduct) Capacity Assessment of WHO IPs and collaborators based on IASC (interagency standing committee) Capacity Assessment Tool on PSEA including follow-up on recommendations.
  • Provide support in PSEA Risk Assessment and Implementation of Risk Mitigation Plan in respective areas and provinces and assist WCO PSEA team for compilation of assessment results based on WHO tools.
  • Provide regular information and support on WHO PSEA complaint and investigation mechanisms including facilitation of referring incidences from respective areas and provinces to WHO Pakistan PSEAH Committee for further support to victims.
  • Assist WHO Country Office (WCO)PSEAH Committee for provision of services to victims from respective areas and provinces.
  • Participate in Provincial Interagency PSEA Network Meetings.
  • Support in monitoring, managing database and reporting on PSEA incidences (if any) happened in respective areas and provinces including during field implementation of interventions by different WHO Programme and provide share information with PRSM Country focal point Islamabad on monthly basis.
  • Prepare monthly Provincial Briefings as well as organize monthly provincial meetings together with WHO provincial heads to present briefing to WCO Pakistan Islamabad team about progress on PRSM in respective areas and provinces.
  • Liaise with Provincial Government Counter parts and IPs for PRSM.
  • In coordination with CO PRSM focal person, work closely with all WHO provincial programme teams in provincial and field offices for provision of support in preventing and addressing PRSM incidences.

Required Qualification ad Experience:

Education:

Essential: University degree in Social Sciences or international relations or humanities is mandatory. Degree in sociology or law or human rights discipline shall be preferred.

Desirable: Diploma(s) or professional training OR certificate course(s) related to field of PSEA/PRSM or human rights or humanities. Specialization in Public Health will be considered as an asset.

Experience:

Essential: At least three year of relevant experience in the field of PSEA and PRSM thematic areas is mandatory.

Desirable:

  • Related PSEA/PRSM experience in UN agencies, Humanitarian organizations and INGOs.Professional experience of development Programme and project Management in the related field.
  • Experience of coordination and/or working with Multi-stakeholders including Government, CSOs, UN agencies and local communities.

Knowledge & Skills:

  • Knowledge of Country/Province situation regarding human rights issues, PSEA including IASC standards and complaint systems on PSEA/PRSM
  • Sound interpersonal and communication skills.
  • Ability to show activeness, teamwork, and creativity in diverse working environment
  • Demonstrated Report writing, research and analytical skills
  • Ability to work in the intensive care settings and willingness to travel to intervention sites, as and when required.
  • Demonstrated Planning, monitoring and management skills.

Language requirements:

  • Good knowledge of English and local language (Urdu). Knowledge of local language of respective province/area will be considered as an asset.

Contract End Date: 31st December 2023
